Walmart in Laporte, Minnesota - Microwave purchased at Wall Mart

We bought a new Emerson microwave oven from Wallmart three years ago. In that time the paint is coming off the bottom of the microwave where the wheels of the turntable connect with the pan in the microwave. This area of about four inches by one half inch has begun to deteriorate and is now rusting. How can we handle this problem?, is it dangerous?, can we just sand and refinish with paint?
